HB 06-1024 Understands Students In Higher Education  

Requires each institution of higher education performances contract to include an addendum requiring the institution to demonstrate its commitment to the retention and success of underserved students through the institution's use of support services.

HB 06-1064 Reporting Students Performance on CSAP’s

Requires each school district that enrolls 12,000 or more students to prepare annually a pass-fail report for each public school of the school district. Directs the school districts to send a pass-fail report to the parents or legal guardians of each student enrolled in the school.

SB 06-11 Pueblo Health Insurance Cost Study 

Interim Committee on Health Insurance. Instructs the division of insurance to conduct a study of the factors that drive health insurance in the Pueblo area. Defines the parameters of the study and the data to be gathered and analyzed. Requires the commissioner of insurance to convene a meeting of all interested.

SB 06-38 Insurance Fraud Investigation Fees

Increases the amount of money the division of insurance shall collect from entities regulated by the division for the purpose of investigation and prosecuting allegations of insurance fraud.

SB 06-48 Dynamic Model Pilot Program

Interim Committee on Economic Development. Reestablishes the pilot program for the director of research of the legislative council to use a dynamic model to analyze the economic impact of bills that make a tax policy change if a certain amount of money is received as gifts, grants, or donations.

SB 06-59 Program for Dental Screening in Schools

Establishes a pilot program as part of the children’s dental assistance and fluoridation program (“program”) to provide dental screenings for all students beginning 1st grade at designated schools within 2 school districts.

SB 06-73 School  Drop out Age

Lowers the minimum age of compulsory school attendance from 7 to 6 years. Raises the maximum age of compulsory school attendance from 16 to 17 years.

HB 04-1407    Subcontractors Indemnification

 Amends the Colorado "Uniform Contribution among Tortfeasors Act" to expand, from public contractor to all construction contracts, the prohibition against terms that would insure, indemnify, hold harmless, or defend a party for its own negligence.

HB 04-1042   Proof of Insurance when Registering for a Car

 Concerning the reduction of geographic case characteristics for the purposes of small group health insurances.

 Concerning the ability of the Colorado Mental Health Institute at Pueblo to contract. 

SJR 04-26    Honor Staff Sergeant Pete Jimenez

 Concerning honor staff Sergeant Pete Jimenez for his gallantry, bravery, and valor during World War II, and, in connection therewith, encouraging Colorado's congressional delegation to request that the Department of the Army Nominate Staff Sergeant Pete Jimenez for the Medal of Honor, commonly referred to as the "Congressional Medal of Honor".

HB 03-1078  Fund Forensics Replace at Mental Health Institute 

Authorize the department of personnel to execute a lease-purchase agreement for the benefit of the department of human services for the purpose of funding forensics medium and maximum-security replacement and heating plant at the Colorado mental health institute at Pueblo.

 

HB 03-1173    Funding for CO Family Literacy Act

Concerning the funding of Colorado family Literacy Programs.

 

HB 03-1177    Mandatory Kindergarten Attendance

Requires each school district to provide a kindergarten program for all children who are 5 years of age.

 

SB03-141    Persons in County Jails

Concerning persons convicted of a crime, and, in connection therewith, waiving certain fees, establishing reimbursement rates for medical care, and authorization medical care at state hospitals.

HB02-1019  Registration for Sex Offenders-Passed

This bill requires accused sex-offenders who are found not guilty by reason of insanity to register with the State Sex-Offender Registry.

HB02-1038  Manufacturing of Controlled Substances-Passed

This bill tightens legislation against the set-up of laboratories for manufacturing illegal drugs.

HB02-1134  Premium Tax for Self-Funded Health Insurance-PI (Under JBC Review)

This bill, which aimed to reinstate the self-insurance program for state employees, was defeated along party lines.  However, the Department of Personnel has recommended that the program be reviewed and adopted through the JBC.

HB02-1233  Community College Tuition Buy Down-PI (Adopted in Long Bill)

This bill, which was designed to reduce Community College tuitions through a State subsidy, was defeated by one vote, again along party lines.  As promised, it helped to ensure that the subsidy was re-introduced and adopted as part of the Long Bill.

HB02-1289  Assault on Mental Health Professionals-PI

Along party lines, this bill was defeated by one vote in the Criminal Justice Committee.  Since it's defeat, the Department of Health and Human Services has reclassified State Mental Health Professionals to provide a higher level of protection.

HJB02-1032  Emergency Response State Training Center-Killed on 2nd Reading

This resolution, which would have brought millions of dollars to Pueblo, was aimed to recognize Pueblo's Transportation Technology Emergency Response Training Center as Colorado's official training center for domestic preparedness.

SB02-100  Interment of Deceased Veterans-Passed

Sponsored by Rep. Tapia in the House and Sen. Thiebaut in the Senate, this bill improved the burial benefits for US veterans.  It modernized many outdated sections of the State Statutes.

SB02-133  Update of Outdated Statutory Provisions-Passed

Also sponsored by Sen. Thiebaut in the Senate, this bill removed several obsolete sections of the State Statutes in an effort to eliminate unnecessary bulk.

SJR02-008  Support of Steel Revitalization-

This resolution endorses measures to support the American Steel Industry by supporting the Steel Revitalization Act of 2001.

SJR02-025  Police Week & Peace Officers' Day-

This resolution recognized local police officers, proclaiming the week of May 14th "Colorado Police Week" and proclaiming may 15th as "Police Officer Memorial Day."

SJR02-045  Workers Memorial Day-

This resolution recognized victims of workplace injuries and encouraged improved workers safety and compensation, designating April 28th as "Workers Memorial Day, " in honor of all workers killed, injured, or disabled on the job.

SJR02-046  Cinco De Mayo Recognition-

This resolution commemorates the battle of Puebla and encourages the celebration of Mexican and Hispanic history and culture in Colorado.

SJM02-001  Return of USS Pueblo-

This Memorial demanded the return of the USS pueblo to the the US Navy, after over 30 years of detainment in North Korea.

HB01-1282  Dental Services for Medicaid Kids-Passed

Allows Dental Hygienists to perform preventative dental care without dentists supervision.  It also allows hygienists to bill Medicaid directly for services rendered.

HB01-1186  School District Critical Shortage Hiring-Passed

Allows a school district board to declare a critical shortage.  It also exempts any PERA retiree from benefits reductions if they are employed in a school district that has declared such a shortage.

HB01-1056  Public Construction Contracts-Passed

Raises the current ceilings on both the bidding phase and the mandatory payment retention system for public projects to $150,000 per project.

HB01-1133  Bid Preference on Public Projects-Passed

Requires resident bidders claiming preference on a construction contract to submit an affidavit stating that the business meets specific requirements.

HB01-1383  PUC Requirements for Small Water Companies-Passed

Concerns the simplification of regulatory treatment by the Public Utilities Commission for small privately-owned water companies.

HB01-1287  Rural Highway Funding-Killed

Required no less than $10 million to be appropriated each year, beginning in 2002, for distribution among small rural transportation planning regions with populations under 200,000.

HB01S2-1034  Pilot Program for Group Benefit Insurance-Passed

Provided the development of a pilot program for a group benefit insurance plan for State Employees experiencing undue increases in HMO health insurance costs.

HB00-1089  Substitute Bonds on Public Works Contract-Passed

Allows those who perform work on a Public Works project to substitute a bond approved by a District Court Judge for a claim against the contract.

HB00-1136  Learning Improvements Grants-Passed

Allows the Colorado Department of Education to receive grants for the Learning Improvement Fund to finance literacy programs in Colorado.

HB00-1318  Relative Notice Prior to Placing Kids-Passed

This bill gives a specific timeline for notifying relatives when a child is to be placed out of their home due to relinquishment on parental rights to their current guardian.

SB00-124  Read To Achieve-Passed

This $7 million program received grants that were given to public schools to fund intensive reading programs for early elementary school students whose skills were below average for their grade level.

HB99-1100  Resident Bidder Bid Preference-Passed

This bill gives Colorado construction companies the same preference for state contracts in other states that out-of-state competitors now have in Colorado.

HB99-1170  Colorado Preschool Program-PI

This bill aims to increase the number of children who are served through full-day kindergarten programs.

HB99-1227  Definition of Residential Child-Care Facilities-Passed

This bill clarifies that residential child-care facilities include publicly-sponsored facilities in order to be eligible for Medicaid.
